I think its the first part of your statement. His activities were WELL KNOWN but he was not stopped. So yeah the consequences should've come sooner. It isn't fair the consequences came later. Same with Bill Cosby. Both got to enjoy making money and be part of the rich and famous club far longer than they should have.
