I d on't think an yone has posted this story from WAMU on teh Springboard issue.

"Almost two dozen D.C. schools suspended the private operator of their before- and after-school programs this week after allegations were raised that an employee kissed and inappropriately touched a minor student.

The company, Massachusetts-based Springboard Education, also could not produce documentation of required background checks for its employees in D.C. schools. (There is another separate and unaffiliated company, Springboard Collaborative, that offers summer programs and was not involved in this incident.)

The alleged incident occurred in mid-May at Capitol Hill Montessori at Logan, a D.C. public school near Union Station. According to a police report, the 21-year-old Springboard employee “would coordinate meetings in the school, after hours” with a 13-year-old student. “While together, the victim and the suspect would kiss on the mouth, and the suspect would place his hands on her clothed buttocks.”

In an email to parents, Principal Kim Adutwum said that after learning of the allegations, the Springboard employee was removed from the school and the matter referred to police. ..."

EL Haynes which says it does collect background checks on the Springboard employees in its school and is not suspending the provider.

If it were your 13 year old I bet you wouldn't feel that way. In some ways having it happen to an older kid is worse because they will remember it, it occurs at a time they're already experiencing romantic feelings and trying to figure that out, and people will wonder if they somehow led the adult on.

“The Office of the State Superintendent of Education is charged with overseeing background checks for employees of before and after school program providers, and is supposed to annually monitor all licensed programs in D.C. public and charter schools. But according to one official at OSSE, only six of Springboard’s programs were licensed: at KIPP, Two Rivers and Brent Elementary campuses.”
So this program was not licensed to operate in the 20 something other DC schools? It’s safe to say that there is enough blame to go around... DCPS, OSSE, and Springboard!


At Two Rivers we pushed Springboard to get certified so that they could accept vouchers. It took a very long time to get Springboard willing to do what they needed to do to get certified.


Is Two Rivers using Springboard next year?

+1 The school had put out an RPF for aftercare services earlier this year, and decided in the last week or so -- before learning about this newest Springboard shenanigans -- to go with a different provider next year. Their performance had been lackluster in various respects -- but I was SO GLAD the decision to switch to a new provider had already been made when this news broke.

Considering enrolling at Two Rivers, if we get in for next year. Who does their aftercare? Beforecare?

The problem here, once again, is OSSE. In addition to the lack of oversight on the background checks, they were allowing Springboard to operate at most of these schools (including ours) unlicensed. It is completely unacceptable.

Serious question. How is it OSSE letting Springboard operate? Is Springboard running the OSTP for DCPS or is it being hired by the individual schools?

Does OSSE require licensing for after-school programs? I don't see it on their web site and, in fact, it seems like they after-school programs are specifically excluded from childcare provider licensing requirements. But maybe I don't know where to look.

I think that if a provider wants to be able to accept DC child care vouchers that poor families can use to help pay for care, then they must be licensed by OSSE.

If they don't accept vouchers, I don't think they are subject to the same restrictions.

If OSSE was not on top of things for Springboard, who is to know if they are monitoring background checks for other aftercare providers? I wouldn't be thanking god just yet. I would bet hard cold cash that this is not just a problem that is unique to Springboard and other aftercare providers are going to be exposed for being lax in doing their due diligence when hiring staff.
