The Council. They are elected to pass legislation and they created the position of Chancellor. After the previous approach failed to make a difference.

Reed's PARCC scores were above the average DCPS scores in reading by 10% and over the DCPS PARCC scores in mathematics by 18%. This, despite the fact that about eight years ago The Washington Post stated that Reed families represented the second lowest income level in DCPS after Stanton ES. I would say that Reed is on an upward trajectory despite these challenges. On another thread, parents labeled Leckie a success story even though the PARCC scores are much lower than Reed's scores. Those who speak ill of Reed have never been in the school. It is a loving, happy environment where students and parents feel welcome.

Your standard is low. "Reed It is a loving, happy environment where students and parents feel welcome." I expect Reed to be what you just mentioned. That mission and vision of Kaya Henderson. But, I was led to believe that all schools by Rhee and Henderson, would be high performing despite the demographic of income. Again their test scores are horrible. I am just making the case that any leader of a school systems must be able to demonstrate sustainable success and Pinkard has not demonstrated those attributes. I hate to use a sport analogy, but you would not expect Daniel Snyder to hand the Washington Football Team over to a high school coach. By the way, I have been in Reed Educational Center on many occasion and yes it is a nice place.

Where are the "high"-performing schools located? The principal of Janney, a high performing school was transferred about eight years ago to Wheatley in Northeast. He was supposed to transform the school with his magic formula. After his arrival, the scores continued to tank. He is still at Wheatley, and the PARCC scores are 4% Proficient 0% Level 5 in Reading and 6% Proficient 0% Level 5 in Mathematics.

WOW! That principal move did not work. Is that leader being promoted ? With those statistic he is at least qualify to be included in the chancellor's search. Please inform me.

It did not work out. He even had the opportunity to choose his staff. However, that principal, who happens to be white, remained at Wheatley while other EOTP black principals with higher test scores and challenging populations were removed.

This example was provided so that posters who minimize the effects of poverty on student performance will stop using the ridiculous terms "high performing" and "low performing" when referring to schools in the District.

This example also applies to teachers. There are many excellent teachers EOTP; however, they too are labeled and evaluated out of the system if they serve in challenging school environments.

Based on that Post, It would simply be insane to stay the course. Now I understand why the Editorial Board of the Washington Post, the Deputy Mayor and Mayor wants a short period for the Chancellor search, they already puppet who will bend to the needs of the white community. So sad!

+1000. I'm aware of the wheatley principal too. He was an old TFA chum of Rhee's who convinced him to go where he was "needed." He didn't perform any miracles once there and didn't pretend that he could. There was a lot of press coverage of him at the time and nothing since.
