It's definitely not normal, but I don't think it's necessarily nosy or controlling behavior, either. I think it can come from unusual behavior in her own upbringing or some sort of social ineptitude.

Except that MIL is probably socially inept only when it is convenient for her to be.....

Even if she is "just nosy" (!!!) - which is awful, IMO - shut that sh!t down, OP!
