That's not what I see at all. If you unsubmit an application it moves from "submitted applications" to "saved applications" on the Family Account Summary

If you unsubmit and then don't aubmit a new one, then you will my have applied. Who cares whether you call in voiding or unsubmitting? The point is that you need to be sure to resubmit a new application or you will not have applied in round 1
