FCPS, changing student demographics are destroying the budget (as said by the Administration)

I thought the issue was that NoVa sends more money to Richmond than it gets back proportionally to the number of students here (i.e. we are subsidizing the rest of the state) -- maybe this is "fair" for the rest of the state but not advantageous for NoVa.
