FCPS, changing student demographics are destroying the budget (as said by the Administration)

Require HS juniors and seniors to take at least 2 online classes per semester. This will ease crowding and drop costs.

I think the changing demographics means more hispanic lower SES students. Generalizing here: higher percentage of these families rent (no personal property tax on their house), have more kids, require ESOL services, free or reduced lunch and breakfast, summer school and other special services.

Not sure what the amount is for a non-esol, farm, spec ed student, but mcmansion owners also pay taxes typically longer than the 13 years of schooling. If you figure they pay for more than 1 child in one year, if they live in the house another 15 years before or after their children are in school they've easily paid for about three children to go all the way through school and more than their fair share for other services as well.

The owners of rental properties pay property taxes and they generally consider that expense when they figure out the appropriate monthly rent payment, so the renters are paying their share by making it possible for the owner to pay taxes on the property.

But it's not just about you. Fairfax County currently has no tax other than real estate that pays for it's schools. The tax needs to be spread to renters as well in the form of a sales tax at least.

Approximately 60-65% of the budget comes from real estate taxes. Local sales tax accounts for less than 5% of the budget. Check out the citizen's guide to the Fairfax County budget.

In FY 2015, 25,715 students are projected to receive special education services. Special education students require specialized instruction and additional resources. The average cost per pupil for the special education program is $22,720 while the general education average cost per pupil is $11,359.


So special education is very expensive, but less than 15% of students receive any special education services. Less than 10% receive what are called Level 2 services, which is the majority of their educational day spent in a special education environment.

Tax is paid for every property in the county, whether is is paid by residents, landlords, or apartment complexes.

An apartment dweller is going to pay much less tax than a single family owner whether they rent or own. In Fairfax, townhouse and single family dwellings on average have 3 people living in them and multi-family units have on average 2.2 people living in them. I doubt apartment owners or renters are paying over 2/3 the amount of single family owners in taxes.

Property taxes are what they are. The building owner probably pays a pretty hefty price, however.
