As you will recall from your elementary school geography classes, Virginia shares a border with Tennessee. And since people are free to navigate from state to state, lenient laws that Virginia enacts also impacts the states around it. When criminal aliens are not turned over to ICE, those aliens sometimes show up in Tennessee.
