Oil is a commodity. The price rise for everyone unless the oil is coming from a country under sanctions(like Russia). Then it is bought for a discount of 15-25%. China buys a lot of Russian oil at 25% discount. Here is their oil supply. Notice they are receiving Venezuela oil still.
