There are entities and people that abuse the nonprofit status, but there are also many that are not scams and serve their purpose.

What is called USAID fraud is spending on programs MAGA disagrees with, period. If these nonprofits are a "scam" have you reported them? File a qui tam lawsuit--you can make a lot of money IF there is a scam.

Google US defense fraud. There's tons of it, and the defense contractors (like Raytheon) still get contracts. When caught they have to pay back money but it's the cost of doing business.
USDA--people love to talk about food stamp fraud but there is plenty of money in things like crop insurance fraud. I sat on a jury where for several years a very large potato farming outfit poisoned its own crops to collect crop insurance benefits, but there are many prosecutions for fraud in that program. Any large agency is subject to some level of fraud, just like in any industry there are individuals and companies who steal.
There has been a problem with USAID working with UN agencies and data sharing to determine fiscal accounting, and there are barriers to suing overseas entities. Guess what--OIG under Biden reported on this. But that staff was not what DOGE definition of "fraud, waste, and abuse" is even about. It's about power, period.
