I would like to hear more about why people think 1) cutting foreign aid will make a difference in the US budget (all of it, including US AID and other parts that could be considered global aid, is about 1% of the budget)

The problem with this concept, like so many other governmental policies, is that these dolts can’t understand the concept of soft power. See also the visceral hatred of the State Department and diplomacy.

USAID was created during the Cold War to bolster our power around the world via assisting vulnerable nations. Ask yourself why Putins little pet would want to actively dismantle this entity.

Obviously Musk had his own agenda since USAID was investigating starlink satellites improper usage.

And it's not even that wild of a projection, when you consider everything USAID helped with around the globe -

For example, HIV programs halted, with South Africa losing an estimated $350 million in funding, threatening treatment and prevention efforts for 7.7 million people living with HIV - many of them are at risk

For example, humanitarian aid cuts in Myanmar and Bangladesh, with USAID obligations reduced by 98% in Myanmar and 84% in Bangladesh, endangering over 20 million people in Myanmar and one million Rohingya refugees in Bangladesh

And many many more. Programs that were helping millions of people now gone which will lead to many many deaths, many widespread issues, like disease resurgence, food insecurity, and economic instability in affected regions.

And it's not just "one person" saying it. It's countless experts saying this. Examples:
