There is a great Hume quote/writing on this. The exact wording escapes me but he posited that the ruled always adopt the interests and opinions of their rulers, which is why throughout history the few fairly have easily governed the many. He said some of that is through force but much of it is actually the very human tendency to adopt interests of others that are contrary to our own self interest.
