It's both actually. Or at least it was originated as both. The decision to have magnets at all is meant to be about meeting the needs of students who truly learned differently and whose needs could not be met alongside their peers. The choice to place those magnets in specific schools was about combating white flight. Overtime, the first goal slipped as it became more about high performers and kids who were well coached and less about kids who genuinely learned differently. |

It’s a quick phone call to central office and they can usually tell you on the spot and easily work out the difference between the parents expectations and the reality of the criteria. They are very helpful. |

I think one of the unintentional side effects of the new system is an arms race at the highest income schools. Once the MCCPTA Gifted Ed Committee got MCPS to admit to the numbers for whatever year it was, that set a new benchmark for folks to prep against, which almost certainly moved the bar upward. |
It certainly is a side-effect of using a more gameable metric as a proxy for ability. |
