The video does not show he hit the child’s foot. The judge noted that the child does not react as if his foot was ever hit.

Enough already. He lost his school, was arrested, case was dismissed or he was acquitted, and MCPS seems lucky that he didn’t sue them for how things were handled.

I believe it’s time to move on and allow him to return. No doubt he will be micromanaged and watched.


I actually Hope the family sues mcps. And wouldn’t Mr winter be suing mcpd ? What does mcps have to do with his arrest and the charges ? Nothing at all

This reminds me of another instance when parents from RCV were doing another petition when one of the former principals wanted to remove the special education kids and relocate them to other elementary schools.

I don’t know much about Winter, and I haven’t seen any “video” about this in the school.

A group of other students walks in between the pair, and then Winter grabs the student’s hoodie and pulls him backward toward a cafeteria table seat and makes him sit down. After several seconds, Winter appears to stomp on the child’s foot, before directing his attention to other students. The student can be seen crying in the video.


Without seeing the video, I'm not inclined to assume any malfeasance or intention with the "stomp," which can happen pretty easily to simply regain your balance if you've been trying to get control of his. I've definitely done it accidentally in similar-sounding situations.

And that's assuming there was even contact. The judge didn't see that in the video, and they seem like a more objective source than local media looking for clicks.

I'm ok with grabbing a shirt in a situation you are describing but this was not the situation and if you read online about this principal he had a past with anger management issues. He should go to central office.

If a grown man actually intentionally stomped on a five year olds foot, there would have been some evidence of bruising, a fracture, something. Was there ever any evidence of any type of bruise, redness, fracture? I never heard anything about any type of injury. It just doesn't sound credible he is going to stomp on a kindergartners foot in a very busy cafeteria with others watching and knowing there is a camera.

A Harvard trained judge ruled there wasn't even enough evidence to continue the trial.

This is why students are running amok in schools. Parents complain when their children are in classrooms that have to be cleared/evacuated because there is an out of control aggressive classmate.

That being said MCPS leadership seem moronic for placing this administrator back in an elementary school. They should err with caution so that he isn't put in any type of incriminating position again. Imagine there is a disturbance in the boys' bathroom or a kid walking alone in a hallway, who would want him to go in alone to deal with it? It also doesn't make sense for this admin to want to go back to an elementary school and be placed in that position. Send him to a secondary school or to the district office.
