I think the IG’s point was fining the vendor and holding them accountable might have incentivized the vendor to be more bold and creative about solving the problems that made them violate their contract.

Instead MCPS bailed the vendor out and asked for $14 million to buy diesel buses they weren’t planning on buying, since the goal ready spent over $100 million on an electric bus fleet that never materialized.

And who was contractually obligated for delays in delivery or for the buses being out of service for longer than the contract allowed due to mechanical failures? Highland Electric Fleets, not MCPS.
