He is not petty, those are the rules of the British Army. Harry RESIGNED from his military role, that means Harry is not entitled to wear the uniform, per army rules. Andrew on the other hand RETIRED from the army and is technically entitled to wear the uniform at all of the events.

But that's her job! OK, I don't know anything about their actual relationship, but there was a great series on Diana on You're Wrong About, and what Charles likes in a woman is someone who agrees with his high opinion of himself and dedicates herself to ensuring that he never had a moment's discomfort. So Diana's being a bigger crowd-pleaser than he was (when he's going to be KING!) and her being, uh, kinda thick but generally warm and empathetic (when he fancies himself an intellectual) were among the many dealbreakers in that marriage.

Neither Andrew nor Harry are entitled to military dress because neither has an active military title. (Even in US once you quit, you stop wearing the uniform.) They others still have active, current honorary military titles. If Harry wanted to stay a working Royal, he too could keep his honorary titles. It has nothing to do with who previously served (which they ALL did.)
