I’m not worried about giving it to a church in a relief capacity or a religiously affiliated purely social service org like CRS or Catholic Charities. My question is more along the lines of this: If USAID makes a grant to CRS for $100 how much of that $100 will be spent actually delivering MATERIAL benefit to marginalized people and how much is spent on administration? Will that be $10 dollars in medicine out of that $100 that reaches poor people or $90? 2023 Financial Statements for CRS don’t lay it out clearly. Looks like as much as 20-25% of revues of are for employee comp, but then sub grants, contractor fees, etc… are also big chunks of percentage of revenue. The obvious answer here could be just making cash transfers to targeted recipients but that would also cause problems. |
