That’s the theory for August-December birthdays. This year, a u15 Aug-dec birthday is eligible for u15 mls1 or u15 mls2 team. Many stay for the hope of being moved from 2 to 1.
Next year, those birthdays will be eligible for u16 mls1 or u15 mls2. If they don’t make the mls1 team there is no hope of being moved up in the future because they are now playing an age group below.
Moving up is based on individual skills, talent and potential
No labels move you up or keep you back if the coaches see your individual quality, or lack thereof
That’s works for u15 B team to u15 A team. Moving from a u15 B team to a u16 A team is almost impossible.
You can go from NCSL to New York Red Bulls academy if you have the quality
If you're a solid B team player who isn't doing enough to elevate your skills then wishing to be moved up just because you're in line is waiting for fools gold
Entitlement curse
Prior to this change they didn’t have to skip an age group to move up. They just had to move from a lower level team to a higher level team. Now they need to skip an age group to move from a lower level team to a higher level team. That’s a concerning position.
Isn't everyone in the same age group with people their age when the dust settles?
It's about talent groups not age groups at the highest levels

Partly agree. If kids are not putting in the work it’s going to be rare with age change to go up from team 2 to 1.
But a kid who’s mid pack or bottom of their current top team with Aug to Dec bday will definitely move up one notch.
Just my life example but I watch the 2011s practice with my kids 2012 team during high school season they are all sub level players mostly and all 5 would be starters and arguably best players on my kids team.
To think no shake up is coming would be arrogant and ignorant.
