It's not an abuse of power if those states had asked to be excluded from those laws. I would have no problem with blue states only having Medicare for all or some public option healthcare. Of red states dont want it so what

That would hurt every citizen in that state, even if they didn’t want to be excluded from those laws. That’s collective punishment and something that this country is supposed to stand against.
