Put another way, you’re saying that their intellectual strength is their weakness. They aren’t grimy enough to wrestle with the pigs in the mud so that intelligent and human policy becomes rule. You can’t fix stupid, so why try to reason with it? They aren’t evil. They just aren’t good at fighting dirty. There is a way to defend your principle and defeat your enemy without compromising your principle. They need fresh eyes in their camp, and creative minds. They need to simplify every message.

Actually, no. It is a net loss of more than 8%. Percent increase and percent decrease aren't symmetric operations, as we all learned in middle school.

(1.0 - 0.31)*(1.0 + 0.331) = 0.91839 = loss of 8.161 percent.
