What is the claim based on? Are you just guessing? Since my AART said that they ask not to resubmit what was in the original application but when they review the appeal they reopen the entire file and look at the as a whole. So you could just appeal with nothing added and they still review the file for reconsideration but obviously it's better to add new supporting evidence.

form (Attachment BB) according to the scheduled deadline. All screening files
receive an in-depth data review by the Central Selection Committee and the
Oversight Committee. Their decision is based on currently available information.
Therefore, appeals must contain new information (not in the original screening file).
The appeals committee reviews the original screening file as well as the new
information.
This may include student work samples (stories, projects, or artwork),
awards, certificates, honors, and/or reports of academic extracurricular activities,
and letters from parents or other adults who know of the child’s advanced abilities.
Further, parents/guardians may elect to obtain additional, optional testing. FCPS
agrees to honor and accept these assessments. Individual intelligence testing from a
private licensed psychologist must be accompanied by a copy of the psychologist’s
state license. Testing results from George Mason University testing services and
other universities may also be submitted. The appeals committee consists of the
Advanced Academic coordinator, Advanced Academic Program specialists, EL
specialists, and school psychologists. The parents and guardians are notified of the
decision by mail (Attachments CC - EE).

Yes this is the AART said "as well as" should be double bolded for you to see.

Really, just put some new stuff in there. I am sure you have plenty of it around. Most people use their WISC which they did not have at the time of the admission/placement. Who would? Those tests are expensive.

I have to say, when I appealed, I got my best advice from a sales clerk who didn't even speak English, bur she knew well enough how to file an appeal! I could just barely make out that she was telling me to 'appeal with a letter"

Are you saying that you only sent in a letter? No WISC?

Not the PP, but I appealed with a very detailed letter describing specific reasons why my child's needs would not be served in the regular classroom. I didn't know about the GBRS at the time, but my guess is that my letter may have also addressed points noted on the GBRS. The appeal was successful and the program truly was a good fit for my child.

PS is very low compared to all others. Does this mean/indicate anything?

According to psychologist, this is very typical - students who want to be accurate and really think through questions tend to have slow processing speed.

That's a high IQ, wonder why the low GBRS. Did your kid refuse to do work? Mine refused a lot of times, but the teacher still recognized that when it was done it was well done and fast. So she knew he could do the work easily, just didn't want to. His GBRS was a 10, but could have been lower with a less understanding teacher.

DC has a FSIQ of 141, GBRS =10.

I plan on writing a cover letter. What additional info do I need to provide?

Just give very specific reasons, with concrete examples, why your child's learning needs will not be met in the regular classroom. Write about what has been going on in the classroom up to now and why the child would have difficulty learning in the regular classroom.

If you submitted a parent referral in the original packet, can you write a letter in the appeal packet? our ARRT teacher is doesn't help much but my child's teacher really sees my child's gifted potentials and supports him and encouraged us to apply but he didn't get in.

Thinking of doing the WISC test ?? Don't think - Please schedule asap and get on their first available appt. The appeals are due end of this month. We don't have much time based on yr situation. Sorry.
My child had a higher cogat score and a higher gbrs and still didn't thro the referral round in April. He took the wisc 2 weeks back. The gmu testing room was full on lil kids.
