You've got it backward; it's Trump who refused to engage in policy ... and you too. Trump didn't say he wants to limit Haitian (or African or Norwegian) immigration to only those who are hardworking and smart. He said he wants immigrants from Norway, and none from Haiti or African countries. "Norwegian" is not synonymous with "hardworking and smart."

Except that’s not what you’re asking for. You’re asking for, or rather demanding, that millions upon millions of illegal immigrants who broke the law be given amnesty, and that our immigration policy Remain one based on chain migration from third world countries and not on the type of merit that the young man in the photo clearly has.

I have traveled to Haiti many times. Before the earthquake, it was actually a pretty nice place to be. It has not recovered from the earthquake and may never recover.
