Take a look at the voucher program site which shows that the bulk of all “permantly homeless” (PHS-1) vouchers are in ward 3, second in number only to ward 6. If you combine ward 4, which part of chevy chase falls into, it surpasses any other ward. The phs-f (families, and so probably lots more stable) and also subsidized for low income working people, are in mostly other wards. This looks like a deliberate attempt to destabilize ward 3 for reasons not known.

§ 1–204.112. Process.
Any elected officer of the District of Columbia government (except the Delegate to Congress for the District of Columbia) may be recalled by the registered electors of the election ward from which he or she was elected or by the registered electors of the District of Columbia at large in the case of an at-large elected officer, whenever a petition demanding his or her recall, signed by 10 percent of the registered electors thereof, is filed with the District of Columbia Board of Elections and Ethics. The 10 percent shall be computed from the total number of the registered electors from the ward, according to the latest official count of registered electors by the Board of Elections and Ethics which was issued 30 or more days prior to submission of the signatures for the particular recall petition. In the case of an at-large elected official, the 10 percent shall include 10 percent of the registered electors in each of 5 or more of the City’s wards. The District of Columbia Board of Elections and Ethics shall hold an election within 114 days of its receipt of a petition as provided in § 1-204.102. If a previously scheduled general, primary, or special election will occur between 54 and 114 days of its receipt of a petition as provided in § 1-204.102, then the District of Columbia Board of Elections and Ethics may present the recall question at that election.

Have to say it feels like it.

Frumin is a DISASTER. No help will come from that quarter. Best we can try to force him to support Pinto's latest public safety bill.

Frumin has broad public support, alas, as do his views re: biking and expansive changes to housing policies in Ward 3. He will not be recalled so don't waste time on that.

Not sure what there is to do about the voucher program, Housing First has robust PR and despite a scathing HUD audit and fines it's hard to see any response or change from DC. The amounts of money flowing around to many hands is vast.

15-20 years ago, there was diversity in Connecticut Avenue apartment buildings and local public schools. We used to have police officers (mostly AA, as reflects DC) as neighbors.
Now, they are priced out.
So what does Frumin do in the name of “diversity”? Vouchers for unemployed people with mental illness and drug issues that chase away other neighbors, so real estate moguls can then sunset the program and flip as luxury condos. In 10 years you will see!
Also BS on “historical segregation”. In the 1940’s and 50’s Connecticut Ave apartments would rent to black professionals, whereas the AU park houses (where Frumin lives) would usually not sell to blacks. It’s all about $$ now, not race, and the real estate companies own the mayor and the council. Frumin is typical of white liberal hypocrites.
