The 7 year "look back" can include time they were incarcerated, so a serious offense resulting in a longer sentence may not be able to be considered by a landlord, even rape or murder or CSA.

After making a conditional offer, a housing provider may only ask about criminal accusations pending at the time of the criminal background check or specific convictions listed in the law that have occurred within the past 7 years. A housing provider who properly inquires about a criminal conviction can only withdraw the offer for a substantial, legitimate, non-discriminatory interest that is reasonable under the six factors** listed in the Act. If a housing offer is withdrawn, housing providers should supply the applicant with written notice of the specific reason for withdrawing the offer and a notice of the applicant’s right to file a complaint with the DC Office of Human Rights.

To assist in the successful reintegration of those with a criminal history by removing barriers to securing adequate housing accommodations, to restrict a housing provider's inquiry into a housing applicant's pending criminal accusation or prior conviction until after a conditional offer of housing is made, to allow a housing provider to consider an applicant's pending criminal accusation or criminal conviction only if the conviction occurred during the last 7 years and only with respect to specific crimes, to ensure criminal record-screening policies achieve substantial, legitimate, non-discriminatory interests, to authorize the Office of Human Rights to adjudicate complaints filed under this act, to establish penalties, and to provide for immunity.


CSA and murder or serious assaults CAN be considered but only if they took place in the prior 7 years.

When people had to income and credit qualify that may have factored into how many lived in Connecticut and Wisconsin Ave corridors with many elderly and families who prioritized access to Murch, Lafayette, Janney, Eaton but who could not afford houses. Now, with rental vouchers aimed at "returning citizens" those with the most dangerous criminal pasts may move in next door in your rental or condo building, on your tax dime. And you may have no idea, esp if they are not a sex offender but another type of dangerous, violent offender.

I walked by the group when they were walking, Frumin was not there. There were maybe a dozen + people and 4-5 MPD? MPD does community meetings, coffee with a cop events, etc. pretty regularly. Usually announced on Next Door but you could contact your police district directly to get on a mailing list, I suppose.

There is an upcoming meeting in Ward 3 with the incoming police chief in October. Frumin mentioned it, details still to be finalized/announced.


Frumin was too busy working on his 2026 campaign slogans. He’s narrowed it down to “Frumin 2026: It’s A Really Complicated Problem” or “Frumin 2026: The Other Wards Have It Worse”. Which is better?


Has Frumin finally dropped pickle ball as his major initiative? He must have realized finally that his voters want to focus on crime.


He really seems quite enamored of JLG, and eager to work with her. Mentions her frequently, etc. Make of that what you will.

This year he sent more Tweets about Art At Night than he has about any of the crimes in his Ward. Even the fairly liberals Ds on my block are wondering what’s up with this cat.

He’s realized that he doesn’t have to do anything and he’ll get re-elected. I’m fact, I’m sure he’s figured out that his re-election chances improve the more he stays away from important issues and just tries to be “likable”.


Inertia in DC politics has been a longtime problem. One strong challenger needs to present themselves early on in the cycle (you're seeing this right now in Ward 8, where the anti-Semite cretin is in for a fight). Too many times, you get a couple of mediocre candidates who step forward against incumbents and mainly cancel each other out. This is how dumdum Brianne keeps getting elected in Ward 1 (she has received fewer votes than her combined opponents in each of the past two primaries, yet keeps getting elected as Ward 1 sinks further and further down).

Unless there's a scandal (see Graham and Evans and Silverman), it's usually pretty hard to dislodge a Council incumbent, even if they're terrible.

If you only knew how many thugs work in the DC government, really bad lawless thugs. That's the scandal. There's no hope with these people.

I caught DC workers in fraud several times. Most recently, this is the message they sent me when I called them out on it:

"FUC_ YOU [insert my name] PO AS_ BITC_."

You can't expect much from these people. They're a danger to society and not fit to engage with the public.
