The main point of the scene is that the parents just arrived to take a photo on their way out. They were dressing and in hair/makeup, they did not bathe the girl or supervise the legos. The photo is taken by a member of their staff.

And look, all parents deserve a date night and help with childcare at least sometimes. I don’t really care what Ivanka does at home and maybe she’s a great parent. I just want them out of the government.

DP. May well be, but everything she picks looks awful. There's also a light fixture in the background that seems to have moved apartments with Ivanka.

I did wonder that, because she looks fine or good in all her old photos. (Vapid, but her clothes are cute.). It’s like either she’s lost the guidance she previously had, or something in her snapped. That pic in the black and white dress is so odd because she really looks like a totally different person. I wonder if she photoshopped it to give herself a more defined bone structure? Really weird.
