So you believe race was the sole motive?
So despite his history of mental illness and despite the fact that he had cocaine on him and was high on cocaine and despite the fact that he has a lengthy criminal record and his crimes weren't limited to white people your assertion is that it was all about her "looking white".

I don't think prosecutors charged him with hate-crime but maybe you can talk to the District Attorney and get them to reconsider seeing how you're firmly convinced that was the motive.
