Caught neighbor's kid not cleaning up dog poop

I would’ve just offered the kid a bag. Sometimes people take the dog out not realizing the bag holder is empty, especially if someone else walked the dog last. Give the kid the benefit of the doubt; he may have actually tried to go back but his parents told him no.
