Have to now wear a bra at the house now. Is this fair?

This. I don’t think you should have to wear a bra in your house and I’m sorry you are in this situation. But it sounds like you could use some better fitting and more comfortable bras.

I would - we make our seventeen year boy put on a shirt if walking around the house in just shorts. Not if he's in his room (don't care) or in the teen hang out space downstairs (don't care).

It is the home her mother provides for her as such her mother can require her to wear a bra around the house since the house is hers. If OP is unhappy with the rules she can make different ones when she is paying the bills.
