OP, it’s because she’s concerned he’ll even unintentionally think of you sexually. Not fair but it’s the reality.

It could also be it makes him uncomfortable as it is noticeable even without really looking. He could feel at risk of being accused of something or his upbringing / cultural / personal beliefs may make him uncomfortable to be around a teenager whose breasts are visible.

Since you are a teen, living with your mom and in your mom's house, you will need to wear a bra. Once you live in your own place, you can do as you please.

It is biology to look at a woman's body and think sex. That is what has enabled the human race to continue to exist.

In this society / culture, breasts are sexualized and seen as sexual. It can be considered sexual assault to touch a breast (but not an arm). Women show breast cleavage to be sensual and sexual. Going topless for women is considered scandalous.
