In the colloquial sense, yes. Of course, no one ever sits us down and explicitly tells us not to negotiate. But there are culturally implicit things that girls are "supposed to do" that are antithetical to negotiation: be quiet, accept what's offered, not argue, etc. There have been lots of articles about this recently, particularly about the impulse to apologize for everything.
