Of course, no one ever sits us down and explicitly tells us not to negotiate. But there are culturally implicit things that girls are "supposed to do" that are antithetical to negotiation: be quiet, accept what's offered, not argue, etc. There have been lots of articles about this recently, particularly about the impulse to apologize for everything.
