You can try to put it off, but a lot of times these days, there's an online form where you have to put it in to even put in your app. It's not like the old days where you could choose not to mention it in your cover letter (even if requested. Even when I was working with a recruiter recently, I put it off as long as possible but had to disclose to be in the candidate pool. It's also often required for contractor jobs because USAID and the like won't pay the contractor based on a rate that's more than X% higher than your old rate/ salary.
