As a GS-13, step 1, what would the best and worst-case scenarios be?

I believe you should get a step increase, going to a GS13-2, at minimum.

I've been at my job less than a year and I'm not expecting a raise or bonus. DH got a 3% raise but learned that his bonus will be significantly less than in past years--usually it is 30% of his salary. Fortunately we don't count on the bonus to meet our normal expenses, but we sure were looking forward to having it.

No review, no bonus, no payraise in years

I'm really lucky - I had my review earlier this month and got a promotion and a nice pay raise. I realize I am in the minority. I went from 75K to 83K.

I have already heard we might have pay freezes next year.

County school employee - Wonderful reviews from building principal and county supervisor. No raise/step increase and no COLA for the second year in a row and hear next year isn't going to be any better. Thankful I still have a job though!

My org re-instated the pay we had cut two years ago.

Twenty percent raise after a drought of some years. Work in non-profit sector, so one rarely gets more than a COLA unless s/he is promoted - grateful to swing raise without having to take on too many additional duties (increase based on outstanding performance over last few years). We got a COLA last year but not the previous two years. Very, very grateful for it.
