Street racing and takeovers are out of control in MD

It's mostly wealthy white people doing the takeovers and street racing. A PP already provided the evidence.

Back in 60's and 70's kids had muscle cars and would hang out at shopping centers late at night. Talk about their cars. Drink some beer. They would lay patches and make noise. Get the cops all riled up. Even get the cops to chase them. Kids would race each other up and down on the main roads. It was no big deal. If yu got pulled over the cops would take your beer and

If we didn't arrest anyone then, we can't start arresting people now. That's just wrong!
