War Powers Resolution also requires him to consult with Congress (not notify) when possible.
There was plenty of time to do so. But you don't ask people to go along with you when there's a good chance they won't.

The notification is pretty lame too. No reason given for the ongoing attacks and no estimate for how long it will continue. And no objective.

I don’t think he is being blackmailed into doing anything for Israel. Trump sees Netanyahu as the “Israeli Trump.” The Kushners are close family friends with him. Trump is doing this because he likes him. The rest of the administration either hates Muslims (Miller) or is really into the second coming/religious zealots (Vought).
