I think you nailed it. And I also firmly believe there are people in the administration trying to figure out if a war abroad -- even without a formal declaration from Congress -- might be able to justify disrupting or suspending elections. And maybe not officially, but ... if there are, in the days right before the elections, federal announcements of "credible intelligence" that voting locations in blue states are going to be targeted on Election Day by foreign actors/Iranian sleeper cells, and the feds recommend closing select polls (in large cities, of course!) for security reasons ... well, who would be able to call BS? Then it would be on local/state officials to close polls or not, and get accused of playing politics either way -- and if you terrify or confuse the public enough, they may not show up anyway. |

President has 48 hours to notify congress after action begins. Then he has 60 days to do as he pleases and doesn't need to ask congress for anything. Congress has not declared war since WWII.
