Why would someone choose a random neighborhood for custody exchanges?

Ask them. Block the spot with your car next time and ask they do this somewhere else. Or stand there and stare if they're doing something strange you can so something just as strange. Tell them to use a business parking lot and not to do this in front of your house.

It might not be a random neighborhood for them. It's probably near someone's house or on someone's commute, and probably conducive to a safe exchange.

I think I’d check my mail or walk my dog every time I see them. Just because I’m nosy.

Take heart that this will not go on indefinitely. Will probably turn into drop off and pick up exchange at school, gear dropped off on doorsteps with two sets of car seats,etc

It’s not a gated neighborhood. This woman has no right to interfere with them or dictate or interfere with their use of a public street. Get a life.
