There was no warning because Elon Musk, Donald trump and Greg Abbot dismantled the systems which would have forecast and provided said warnings. This really isn't hard. The tax payers of this country developed a system to help make people safer and this administration tore it apart.

There was a flood warning system in place. The GOP dismantled it. The MAGA voters voted for it. Yes, I will politicize it because it was entirely predictable what would happen when NOAA and the NWS were dismantled.
