RJ is amazing. They just need more training in it to understand how to apply it correctly.

The RJ Coaches are stipended staff. They make an extra $1,000 or so for this extra job. The RJ Specialists are the FT positions. I don't know that they're "expensive," but I don't think they're making $30k either like security assistants are.
