Consider the difference between cutting staff (letting a teacher go involuntarily) and cutting budget. Principals have been asked to reduce full-time-equivalent numbers based on a lower allocation for personnel based on larger maximum class sizes. Most are doing so by not filling open positions, including some that may have just been vacated by a retiring/moving teacher. Communities, there, will be less aware of the cuts because they won't be attached to a name being forced to leave the school, though there may be some who then seek different positions elsewhere based either on additional burden from the re-jiggering or on inability to cobble together a full-time status from the various part-time allocations. The effects may still be noted in the classroom/facility come the school year.
