Ones from Swedish websites are basically lawn Indian/Pakistani shalwar, kurta and dupatta touted as bohemian pant, tunic and scarf, only a lot more expensive.

I wear leggings under dresses (not long dresses, but above the knee) frequently. It's comfortable to me, and I'm not fat. I feel too exposed (and cold) in regular dresses, and jeans are hard. I'm athletic and it's hard to find pants that comfortably fit in both the waist and thighs. So, stretchy leggings are perfect!

I have a friend who grew up in jeans on a West Texas ranch who feels similarly about dresses. She's thin but wears jeans at the height of summer.
