Is it weird to sit at a steak restaurant’s bar and ONLY order a steak?

Just tip the normal amount. Sit where you want. The restaurant will have no problems cooking you a nice filet mignon without sides. They accommodate all sorts of requests, yours is basic.

Just throwing it out there - get a different cut. A filet is a steak for someone who doesn't really like steak.

Why wouldn’t you want to sit at a table? Is it faster service? In any case, not weird at all. I find the bar stools less comfortable and if the place is busy, it’s less convenient with people getting into my space to order drinks at the bar, but if it’s not busy at the time you’re having dinner, it’s completely fine.

Table for one during dinner time? I'd rather die. If the bar is too busy I'd just walk out. To avoid a potential busy bar, just go during off-peak hours (early or super late -- weekday especially).
