If you were in DC the light most likely had a leading pedestrian interval and bikers are allowed to go on the walk signal.

So what you described was completely legal in DC.

FWIW what you also described was someone on a bike keeping up with your car which I get pisses off drivers but it is the reality on most congested roads in our region where average travel speeds are around 10-12 MPH which most average bikers can comfortably keep up with which is why they keep passing you at intersections.

You can't be serious. Bikes are allowed in car lanes and are required to follow same rules.
