So what you described was completely legal in DC. FWIW what you also described was someone on a bike keeping up with your car which I get pisses off drivers but it is the reality on most congested roads in our region where average travel speeds are around 10-12 MPH which most average bikers can comfortably keep up with which is why they keep passing you at intersections.[/quote]
