This is the start of a life long body hatred, you should not be encouraging it. Also to the person who is a size 2, ok? So? People can eat the exact same thing and do the exact same thing and be different sizes and that is OK.

Yes, I said I eat healthy and exercise and I am size 2. Most people could be fairly trim with healthy diet and exercise - nothing about eating healthy or exercise is an eating disorder and it is sad the amount of people who jump to eating disorder when a healthy diet is mentioned.

+1 There are lots of causes for a soft belly. She could be about to hit a growth spurt as some have mentioned. If she is really thin, her body could be protecting her reproductive organs (that happens with anorexics sometimes). It could be her genetics. It could be bloating (it was in my case before I was diagnosed with a dairy allergy). Very unlikely that exercise is the answer - if anything, fixating on this one area could make things worse (see anorexia explanation above).

If you are also thin but have a rounded belly, it would be logical to assume she has the same body shape. Her wish to be a different shape may not be realistic.

I have what you would likely call a fat body. I am 5'6" and 170 lbs, 22% body fat and super strong. I can out lift many similarly sized men. Though my body fat % is quite low, I don't look it. I lam soft in the lower belly and have had some cellulite on my thighs and bottom since I was a teen (I was also a competitive cheerleader and softball player at that time and practicing/training 2x day). I am healthy, I exercise regularly, have low blood pressure, low cholesterol, a low A1C number and according to my Apple Watch, average 15,000 steps/day.

OP, please do whatever you can to prepare your daughter to handle the emotional tormenting that is coming her way from other (likely white) girls. To the (likely white) women PPs who would encourage a tween to exercise to fix her soft belly, do some soul searching on how damaged you are and don't speak to children until you can heal your internalized body shame.
