Governors, except for foreign policy, to me have better qualifications and experience to lead the country. They have to make decisions for the state, make policy, budget and work with their legislatures.

Not everyone wants to be President, OP. Raskin does not strike me as having that sort of ambition. He's seems to be a decent and competent person, though. It's good to have him in any elected office.
