It was just such a weird slip. Why would he even mention the Clinton administration? It ended almost 20 years ago! So three possibilities:
1. He knows they didn't win/fairly.
2. Republicans truly cannot govern and can only struggle uselessly against an adversary (even if it's only in their minds).
3. He's an idiot.

If you think Manafort is 2 bit, please do some research. He goes back to the Lee Atwater days and is a heavy GOP operative and has significant foreign interests.
