It's not a poor argument. I work with police use of force too. Police are trained to deescalate and "tactically reposition" themselves to avoid danger. This officer did not do that. I wasn't there, so I don't want to act like I know all the circumstances. But my gut says the guy was still suffering trauma from being hit and dragged by a car last year and should not have been actively deployed. Cops are human too. They get triggered, they get mad, they get scared. Training and policy are what should keep them safe - for themselves and for others. And at a bare minimum, it looks like both failed him and failed us. He should not have been on the street, yet the unnecessary surge of immigration enforcement in Minneapolis made the feds desperate to deploy any breathing body they could.

ICE and CBP also have no real expertise at crowd control. So it's a disaster waiting to happen. Over and over and over.

Re: the shooter. Not only did the shooter suffer likely trauma from the past incident as you said, I also think that if it were even possible to find out what was going on in his head at the time, we would find that he had strong anti-lesbian feelings. I think the victim's spouse triggered him with her taunts--and, let's face it--her more outwardly "manly" appearance (not a judgement, just an observation). How else can we explain the hatred in his voice when he uttered "Fng b" right after shooting her and his callous disregard for her well-being after he shot her in the face (he walked away and did not render aid or even look concerned. In fact, he looked outright defiant.)

The ICE agent should know how to diffuse situations instead of incite them. He should know not to keep walking in front of a running car repeatedly to take a video if he perceived an actual threat.

He didn't perceive a threat, he was trying to make something happen so he could shoot her.

In Ross's case, more than likely yes. Though that will come out during the course of the investigation.

Since he had been in a similar vehicular accident 6 months earlier, his return to duty was doubtlessly predicated upon additional training so he could avoid similar situations. That would include intensive training on how vehicles present dangers. When they do present dangers and when they don't. And how to position yourself so that you are not in danger.
