I am not the OP, but if you are implying that speed cameras/red light cameras/right turn cameras are put only in poor, predominantly minority neighborhoods, that doesn’t appear to be the case. They seem to be scattered all over the district.
And, why don’t you enlighten us and tell us who decides where the cameras are located.

That map looked a lot different nine years ago. I couldn't believe that when DC came out with this program, they didn't put cameras on Wisconsin Avenue and Connecticut Avenue, but they did on New York Ave.
