I think you can always wear them with a skirt in fall/winter. What’s not back is wearing knee high boots over skinny jeans

Yes, they're back. But in heeled versions like Taylor Swift's in the picture above, NOT the Frye riding boots we wore with skinny jeans.

Yes I think this is the key. Heeled and with a sleek appearance - good. Flat riding boots with the buckles everywhere worn with jeans - not good, will look like you’re stuck in 2014.

I can’t imagine tall boots ever looking like that. They may look slightly out of style in a plain Jane way but never utterly ridiculous.
